Unbelievably, but Dnipropetrovsk region, and in particular the scandalous firm of the governor’s personal fitness trainer “Stroyinvest Engineering”, even after the invasion of Russia, got its road billion.
Why can this money be spent on luxurious life but not on the roads? Right now we will show you the examples, so that people would understand, and the law enforcement officers would not have to search for a long time.
If one is to believe the statements of Valentyn Reznichenko, he lives in an apartment in Dnipro. However, you will not meet him there but you can definitely meet him in a country house in the village of Orlivshchyna.
It was Valentyn Reznichenko who arrived in an undeclared BMW to an undeclared house after a fruitful working day, never making it into the administration on February 23, 2022.
For security reasons, we will not name the exact address, maybe eventually, when corruption is over, there will be a resort house for children there. By the way, during the war, Reznichenko posted several photos from there, in particular, this one, with a dog in the gym.
It is difficult to estimate the cost of such a house. If we consider the location by the water and the huge enclosed protected area, it is at least three to five hundred thousand dollars.
Dnipro, Kharkivska Street 15. The construction of the elite business center “Perekhrestya” began here in 2019.
Offices with an area starting from 300 square meters with a price of 3000 dollars per square meter.
That means, for the smallest office space, one needs to spend at least nine hundred thousand dollars, or almost twenty five million hryvnias at the pre-war exchange rate.
In January 2021, a month after the assignment of Valentyn Reznichenko as a governor, one of the premises had an owner who signed an agreement on the purchase of property rights of “Perekhrestya” TBC by “Bromterm” LLC.
You already know this company for the elite Range Rover which costs one hundred forty-five thousand dollars, that Valentyn Reznichenko drives.
Throughout 2021, “Bromterm” LLC paid two million hryvnias per month to the developer of PJSC “ACTA”. Only according to official data, twenty two million seven hundred thousand hryvnias, or eight hundred forty thousand dollars were transferred from January to November 2021.
Let’s have a dive into history. “Bromterm” LLC is a company of Dubinsky brothers, notorious businessmen in Dnipro. In 2019, “NASHI GROSHI” showed how the favorites of the city budget visited Henadii Korban’ office several times a day.
Korban, as one of the most influential Dnipro citizens, could not clearly explain such meetings.
The companies of Dubinsky brothers were getting more and more criminal proceedings and at the same time they were receiving new orders. Within a year “Stroyinvest Engineering” associated with them, would become one of the main contractors of the “Great Construction”.
And in two years it would enter TOP-10 favorites of the presidential program.
This is how our colleagues from “Ukrainska Pravda” described them:
“The company earns money exclusively in Dnipropetrovsk region, and receives significant contracts precisely during the management of the regional administration by Valentyn Reznichenko. Stroyinvest made its first huge amounts in 2017-2019, exclusively on the contracts of the Regional State Administration. Stroyinvest started receiving the first billions from Ukravtodor when Reznichenko returned to the regional administration at the end of 2020, and his former adviser Yuriy Golik became an advisor of the “Great Construction”.
In 2021, the governor’s fitness trainer Yana Khlanta appears among the founders of this firm. You can see more information about her property and close ties with the governor in our previous episodes.
Well, now we will tell you about the sources of money for the Range Rover of the governor and his fitness trainer as well as the elite office, which is perhaps an addition to the Range Rover for five hundred hryvnias per month.
Bromterm LLC is a kind of wallet into which budget money is poured. Usually after the contractor has passed it through the intermediary firm. Only three subcontractors and suppliers of goods and services to “Stroyinvest Engineering” LLC, part of the group of companies controlled by Dubinsky brothers, transferred two hundred nine million hryvnias to “Bromterm” LLC in the first 11 months of 2021.
The amount which is more than enough to cover the costs of buying a fancy office. But there is also an equally posh car park, to which, as we know, both Valentyn Reznichenko and his fitness trainer have access.
When you are an official who earns from fifty to one hundred thousand hryvnias per month with all the allowances, and billions are all-around, there are many options for how to live grandly and not declare this money. One of them is to rent a car from a contractor for ridiculous money.
Let us remind you that this Range is registered to “Bromterm” LLC, and Valentyn Reznichenko’s company “Sevent Consulting Group” started renting it for five hundred hryvnias per month right after his assignment as a governor. This is his personal driver taking Valentyn Reznichenko to a training with the contractor and personal fitness trainer Yana Khlanta during working hours.
Yana Khlanta also drives this company’s Range Rover. So as Dubinsky brothers did in 2019 while visiting Henadii Korban who is no longer a citizen of Ukraine.
In addition to two elite Range Rovers, this couple can use the considerable car fleet of “Bromterm” LLC. Only ten of the most expensive cars bought in 2021 will cost around forty million hryvnias.
In total, they bought various cars for one hundred million hryvnias. It seems, for themselves and their retinue. But even this transport is not enough for Valentyn Reznichenko. In a previous episode about one working or non-working day of the governor of Dnipropetrovsk region we have already seen an elite BMW with the capital’s plates.
The car is registered to an individual from a village Vasylkivka in Dnipropetrovsk region. Probably to the driver, and it was definitely not a one-time action. We recorded this car earlier in the parking of the business center where the office of Valentyn Reznichenko and his company is located.
But Porsche Panamera is even more interesting. We recorded how Yana Khlanta drove it to “Creative State of Dnipro” and the driver of Valentyn Reznichenko drove the luxury car to a car wash.
On July 18 and August 24, 2021 this very car was stopped by patrol officers of Boryspil region, where Reznichenko has a declared house. The official received a fine of three hundred forty hryvnias twice.
The car belongs to “Programmatic Media Group” LLC. It was bought on July 7, 2021 for four million eight hundred forty three thousand eight hundred hryvnias. Judging by the fact that Valentyn Reznichenko was driving it in ten days, it was bought for him and his fitness-trainer Yana Khlanta.
So, who made such a valuable gift? You will be surprised but it was Yuriy Golik, a coordinator of President Volodymyr Zelenskyi National Program called the “Great Construction”.
“Programmatic Media Group” LLC actively cooperates with “Modern Media Technologies” LLC whose founder is Yuriy Golik. For 2020-2021, the firm of Yuriy Golik received seven million eight hundred ninety eight thousand hryvnias for advertising, which is fifteen percent of all the company’s expenses for 2020-2021.
In addition, this firm has more than one luxury car.
- On May 31, 2021 – BMW X7 was purchased for 3 million 270 thousand hryvnias
- February 12, 2021 – MERCEDES-BENZ – G 63 AMG КА8972СО – in “BRABUS” configuration was purchased for 5 million 775 thousand hryvnias
- December 1, 2021 – Mercedes-Benz V-Class V 300 d extralong – КА8090НИ was purchased for 2 million 640 thousand hryvnias.
- October 11, 2021 – TOYOTA LAND CRUISER – КА4959ЕТ was purchased for 2 million 230 thousand hryvnias.
In total, in 2021 alone – almost fourteen million hryvnias were spent. And if you add “BRABUS” tuning for 1 million 149 thousand hryvnias, with which the car was accelerated to 700 horsepower, then it will be more than fifteen million hryvnias.
Well, if anyone still has doubts that the car belongs to Yuriy Golik or Valentyn Reznichenko, then the final argument is the shared phone number of “Modern Media Technologies” LLC of Golik and “Programmatic Media Group” LLC.
Now let’s talk about money for daily expenses. In order not to record all the hard-earned public service income on fitness trainers, drivers or former advisers, and to somehow explain the regular flights abroad – one needs money.
And for the money to appear, it must be legalized and included in the declaration. A lifehack from the governor Valentyn Reznichenko.
Last year the head of Dnipropetrovsk region declared more than eight million hryvnias in dividends – a nice bonus for a beautiful life.
We found out the origin of this money. And we were very much surprised.
“Sevent Consulting Group” was registered at the beginning of 2020 – Valentyn Reznichenko was the only beneficiary. And when he was assigned as a governor and the money from the “Great Construction” under the auspices of the President went through his hands, it turned out to be a very useful decision.
In Zaporizhzhia there is an enterprise for stone extraction which is necessary for the “Great Construction”. Its title is “Zaporizke Karieroupravlinnia” PJSC. The company is one of the producers of the real sector, which is pumped with budget money,
In 2021 alone, “Zaporizke Karieroupravlinnia” PJSC paid 17 million 558 thousand hryvnias to “Sevent Consulting Group” LLC for legal and accounting services. Eight million of which Reznichenko has already received as dividends and declared.
“Zaporizke Karieroupravlinnia” PJSC provided sixty five percent of all the revenues of “Sevent Consulting Group” LLC in 2021. Where does such generosity come from?
“Zaporizke Karieroupravlinnia” PJSC, through a number of intermediaries such as “Firma Dikat” LLC, “Kirmikom” LLC, “Krynychanskyi Asfaltobetonnyi Kombinat” LLC and others is a supplier for “Stroyinvest Engineering” LLC, a favorite contractor of the “Great Construction” in Dnipropetrovsk region. Let us remind you that even during the war they were given a billion for roads.
The owner of forty nine percent of the shares of “Zaporizke Karieroupravlinnia” PJSC is “VK Stalprom” LLC, fifty percent of which belongs to Olena Anatoliivna Chukhno – judging by the identical registration address, she is the wife of Pavlo Chukhno, the vice president of Dubinsky brothers’ sport academy “Prometei” and the owner of forty nine percent of “Stroyinvest Engineering” LLC together with a fitness trainer Yana Khlanta.
To put it simply, “Sevent Consulting Group” LLC received seventeen million from the wife of one of the TOP-10 of the “Great Construction” – a business partner of Yana Khlanta’ partner, who, judging by all the facts available, is not just a trainer of the governor.

This is Yuri Golik’ business center named “Creative State of Dnipro”. Judging by what we saw, the back office of Valentyn Reznichenko is located here. “Sevent Consulting Group” LLC, whose beneficiary is the governor of Dnipropetrovsk region who rents an office here and pays more than two hundred thousand hryvnias per month.
It turns out that money from the “Great Construction” thus goes into the pocket of the project’s ideologist, Yuriy Golik. Only in 2021, this amount totals more than two point five million hryvnias.
No need to say that there is a conflict of interests in the case of Valentyn Reznichenko and his former adviser who now works part-time in the President’s Office. We could go on with the story of this embezzlement for a very long time. Millions from “Bromterm” for the regular flights of the governor and his fitness trainer or the purchase of German porcelain and Italian forks for thousands of dollars, garden furniture for hundreds of thousands of hryvnias purchases thanks to intermediaries inflating the prices of building materials for which we pay from the budget. This remains unpunished.
It is scaring that during war instead of giving it to the military – one billion hryvnias goes to road schemers. Nobody can guarantee that part of this billion will not go to ensure the beautiful life of the governor and his friends as it was before. Impunity leads to arbitrariness.
Our defenders are standing firm to protect Dnipropetrovsk region and the whole country, not for the murky schemes to continue.
